Promotion requires a precise first-party source, bounded user need, complementary comparison for high-impact rules, cross-cutting risk review, anti-imitation decision, owner, verification and recheck date. Overrides and exceptions carry owner, reason, tests and expiry.

- Keep signals quarantined until corroborated
