Rules

  • Canon requires reference IDs and verification notes.
  • Social posts enter content/signals only.
  • Automation labels stale sources; humans promote doctrine.
  • Fetch failures ≠ content changes.

Promotion maturity

Doctrine advances through explicit researched → synthesized → specified → implemented → tested → adopted → measured gates. A live source or written recommendation is not an implementation. Promotion records a bounded user need, primary evidence, comparison for high-impact rules, cross-cutting risk review, anti-imitation decision, owner, verification method, and recheck date.

Exceptions and overrides require an owner, rationale, tests, and expiry. Emerging signals remain quarantined until corroborated; adoption and outcome are measured after release.
